  Our Vision 

  Achieve zero tolerance in corruption prone areas in the Govt. of NCT of Delhi and its local bodies, autonomous bodies, undertakings etc.

  • Minimize corruption in public offices of the Govt. of NCT of Delhi.
  • Create awareness in public against corruption.
  • Encourage the public to bring genuine instances of corruption to knowledge of the Government.
  • Discourage false, frivolous, anonymous/pseudonymous complaints.
  • Identify corrupt public servants and initiate action against them under the Prevention of Corruption Act, 1988 and for violation of CCS(Conduct) Rules, 1964.
  • Identify sensitive public dealing areas and departments and keep a watchful eye against harassment to common citizen of Delhi.
  • Suggest appropriate measures in consultation with public dealing departments of GNCTD for greater transparency and efficiency in service delivery systems.

Organizational set up

The Directorate of Vigilance works under the overall control and supervision of the Chief Secretary, Delhi, who is the Chief Vigilance Officer of Govt. of NCT of Delhi. The Directorate is headed by Director who is a senior officer of the Indian Administrative Service (IAS). He is also ex-officio Joint Commissioner of Police (Anti Corruption) and functions as Special Secretary (Vigilance & Anti Corruption). The Directorate has following two wings:

  (I) Vigilance Wing:

The Branch deals with disciplinary cases against delinquent officials of all departments under the GNCTD. It also deals with the complaints against gazetted/non-gazetted officials. The Wing has a Complaint Handling Policy and a Complaint Handling Mechanism and all complaints received in the Vigilance Wing and also in the Anti Corruption wing are to be subjected to the Complaint Handling Mechanism. It also tenders advice on vigilance matters to CVOs of local bodies and autonomous organizations. The Wing is also the nodal office for coordination with the Central Vigilance Commission and the Central Bureau of Investigation.


  COMPLAINT HANDLING POLICY OF THIS DIRECTORATE

  1. Each complaint received in the Directorate of Vigilance(Vigilance    ;Division/Anti Corruption Branch) shall be given a unique number. The unique number may be given manually till the time the software is fully ready to generate computerized number.
  2. Each complaint shall be examined thoroughly by the C.V.O. or any officer/official authorized by the C.V.O. or by any such Committee constituted for the purpose in Directorate of Vigilance.
  3. Complaints shall be examined to carefully ascertain;
  4. Relevant provisions of the CVC Manual, which defines the vigilance angle.
  5. Complaints containing vague, non-verifiable/general allegations may either be filed at the level of the Directorate or forwarded to the concerned departments for action as deemed fit.
  6. In accordance with instructions issued by the Central Vigilance Commission vide letter dated 31.1.2002 and reiterated vide letter dated 11.10.2002, complaints which are anonymous/pseudonymous shall be filed.
  7. To ascertain that complaint is pseudonymous, efforts shall be made to contact the complainant either by sending a letter to him on the address given in the complaint or to contact him on telephone if such number is mentioned in the complaint. Further action shall be taken only after confirmation is obtained that a particular person had made a particular complaint.
  8. The identity and details of the complainant shall as far as possible be kept secret unless the complainant has himself chosen to reveal his identity.
  9. Local newspapers also carry items relating to corruption. A large number of such clippings are received. Such clippings/items may not be taken as anonymous/pseudonymous complaints. These shall be examined closely and minutely.
  10. References made by CVC either under PIDR or otherwise shall be accorded special attention and enquiry completed within the time frame suggested by the Commission.
  11. Depending on the nature and scope of the complaint, a period of not more than 3 months shall be taken to complete the investigation/inquiry.
  12. Inquiry/investigation report in the complaint shall be submitted strictly in accordance with the format suggested.

(II) Anti Corruption Wing:


It conducts surveillance and apprehends corrupt public servants by laying traps and raids. It is also declared as a Police Station having jurisdiction all over the NCT of Delhi and is authorized to investigate all attempts, abetments and conspiracies in relation to or in connection with the offences under the Prevention of Corruption Act.
